Record availability back to 'PARTIAL'

We had a request to stage a record with 2k files. The request was submitted, and the record had the status of REQUESTED (which is correct). The service processed the first batch of files (50). At that time, it changed the status of the request to SUBMITTED (which is correct), and the status of the record was changed back to PARTIAL (which is not correct). The availability of the record should stay in REQUESTED until the the request has been completed.
