(Feature Request): unblock manual approval steps

Many BK pipelines have block steps. It would be nice if the agent's BK mcp server had the ability to unblock these steps itself if asked to do so.

Yes. So then I can do the following:

please handle ALL approvals yourself! Think. Follow this flow:

 1. make code change and push
 2. get latest buildkite run from latest commit. Monitor it every 30 seconds for any errors or steps that need to be unblocked
 3. IF step has error. Cancel the run and go back to step 1.
 4. IF step(s) need to be unblocked, go ahead and approve and unblock them.
 5. check if bk run is finished. If not, head back to step 2!
