Cannot export proposals to Json

Hey,
First of all thank you for this nice software.

We are in the middle of a proposal review for an event, and I'm trying to export proposals to json, but I cannot find the button where it is supposed to be when I compare with other people's interface (my colleagues tell me the button disappears after they click anything, I dont even see it once).

How can I export the proposals to json ? Am I missing some rights of how to setup a feature, or is this a bug ?
