The time for periodic jobs mismatch between entry box and title

Steps to reproduce:

• Open app's settings in Advanced mode, open any Job's settings
• Set the job's periodicity to "Periodic"
• Set time

Bug:

• the time shown at the Job title is different then time entered in the "At" field

• OS: Docker (latest)
• Browser: Chrome on Win 10
• I'm in PST timezone, the bug was reproduce approximately at 11am
