DP does not memoise stick breaking proportions across calls to sample

Issue #564 was fixed and now a `DirichletProcess` memoises the atoms across calls to `sample`. However the betas should also be memoised to preserve the mixing proportions over the atoms. I'll put in a pull request that fixes this.
