OpenBLAS does not build LAPACK routines written in Fortran when Fortran compiler is not found

As confirmed in #43

• OpenBLAS does not build Fortran part if no fortran compiler found
• The problem is that it never be notified to openblas-src users, and causes mysterious link error like as static flag does not works on 0.10.0 release #42 and Link error in test #36 (comment)
