Allow specifying a solution (sln) or project (csproj) file

It would be nice if I could specify a solution file (sln) or project file (csproj) for formatting just like I can do with a folder or individual file. This would fit with how dotnet format currently works: https://docs.microsoft.com/en-us/dotnet/core/tools/dotnet-format#examples

I had this idea a while ago but haven't prioritized it yet. The plan was to get it implemented before 1.0, which will hopefully be coming soon.

If this could also encompass support for Microsoft.Build.Traversal, i.e. dirs.proj files that would be very welcome as well. I can open a separate issue if you don't think this is in scope here but still interesting to have, let me know.

It's been quite a while since I looked at how to work with csproj files programatically, but I'm hoping that support for Microsoft.Build.Traversal won't require any extra work. I think that all happens behind the scenes and CSharpier just needs to work with Microsoft.Build.
