Run the Backstroke project on your local system #1

As of writing this, I think I'm the only one who has actually run the entire Backstroke stack locally. I'd love for other people to try it out and confirm that I haven't made any mistakes documenting the process.

In particular, I'm looking for feedback related to the setup process with docker-compose, but I'd love to hear any thoughts you have in general. My goal is to make this process as easy as possible for new contributors.
