Added missing configuration step to configure the Kiali backend.

I also noticed that the plugin specific READMEs(kiali, kiali-backend) don't have very detailed information on how to use the plugins. Since those READMEs are displayed in npm (kiali, kiali-backend), it might be good to add some explicit instructions there too.
