[Borean Tundra] Missing dialogue lines for Kel'thuzad and horde npcs. #22626

Current Behaviour
The injured Horde peeps and Kel'Thuzad himself have no voice lines - the latter just cackles.
Expected Blizzlike Behaviour
The Horde NPCs should thank the player and Kel'Thuzad has a yell when approached. These aren't sound based but text lines in game

Steps to reproduce the problem
Do the quest
Pick up some horde guys
Feel kinda put out that they didn't even say anything to you for rescuing their life
Approach Kel'Thuzad
Find him rude for not saying anything
