[Gundrak] Dakkari Colossus Surge ability does not work properly #21564

Current Behaviour
During p2 of Dakkari Colossus (https://www.wowhead.com/wotlk/npc=29307/drakkari-colossus) (https://www.wowhead.com/wotlk/npc=29573/drakkari-elemental)
His Surge (https://www.wowhead.com/wotlk/spell=54801/surge) doesn't work well
- He always targets the current target instead of a random person
- He doesn't actually charge the target
- The Drenched in Mojo debuff (https://www.wowhead.com/wotlk/spell=54819/drenched-in-mojo) should only be applied if you're in between him and the target he charges. It currently applies it in a huge cone

Expected Blizzlike Behaviour
Surge should be cast on a random target in the group
He should actually charge the target, instead of just sending a wave
He should only place the Drenched in Mojo debuff on people between him and the target.

- Observe
