Similar to smithy-lang/smithy-typescript#1689

Description

The wrapper-validation action validates the checksums of all Gradle Wrapper JAR files present in the repository and fails if any unknown Gradle Wrapper JAR files are found.

Testing

CI runs validation

Run gradle/actions/wrapper-validation@v4
✓ Found known Gradle Wrapper JAR files:
