Updates smac to 1.3 and ConfigSpace to 0.5.0 explicitly. Also adds upper bounds to our own packages as these tend to be less stable and cause issues on update.

Turns out SMAC dropped support for Python 3.7, we need to come to a decision on this.

This will be locked at SMAC 1.2 until they have reverted their change that dropped support for python 3.7

SMAC now supports Python 3.7 again, will be made into a release once tests pass

This all looks good, but it appears that there are merge conflicts and the tests aren't passing. Do you know the reason for that?
