[dx] improve tsc errors outputted to stdout

When comparing pure tsc vs ts_project outputs the ts_project stdout is significantly noisier and harder to understand.

The ts_project stdout often includes

• paths into bazel-out/bin
• paths into external/
• the full tsc cli args
• bazel mnemonic

Are there any existing configuration flags or settings that may mitigate this?

Not that I know of. If you know of any tsc/node config to change the outputs then please report back here though.
