qt/platform.py: support NetBSD

There is no specific ISNETBSD as far as I can tell, so I suggest replacing the fallthrough `pass` in `qt/platform.py` with 
````
INITIAL_FOLDER_IN_DIALOGS = '/'
````
to support currently unsupported operating systems like the BSDs or Solarises. This will make more operating systems work by default.
