Matter add Fan support (virtual only)

Description:

Matter add Fan support in virtual mode only. There is no generic Fan support in Tasmota (mostly Sonoff iFan02/iFan03), so I left the implementation to be driven by MtrUpdate command and by rules or scripting or Berry.

The Fan supports FanMode and FanSpeed (see doc)
