Add semantic config file across repo's

**Is your feature request related to a problem? Please describe.**
While we added the Semantic PR checks for our repo's, we still have to add a [config file](https://github.com/tomkerkhove/promitor/blob/master/.github/semantic.yml) so only the title of the PR will be validated.
