unused output macro in rtx

if source language has pos <vblex> then output rules should say vblex even if the target language uses <v> and this should be decently checkable.

To clarify, the tags in my original comment were an example. My actual intent was to check for output rules that use tag A when there is no reduction rule that calls for output to have POS A. <vblex>/<v> is just the most common such case.

In any event, yes you can work on this if you wish.
