I could pick this up if there's interest; I'd hope this to be fairly straightforward, even when applied to all projects. I've attached a quick view on what parent is used how often across Apache Maven projects. Some things stand out:

• 38+ requires Java 8 & Spotless; are there projects that we want to keep on Java 7 through a max of parent 37?

• projects on 39 can likely move to 40 by now; would you agree there?

It is not straightforward, I'm afraid. There is a lot of bureaucratic hassle (unnecessary IMHO) around how the commits, PRs, and issues are structured that is delaying progress.
