[Release][Packaging] Rakefile to generate linux packages requires GH_TOKEN for release candidate

Describe the bug, including details regarding any error messages, version, and platform.

We are using gh release download to download sources for release candidate. We require the GH_TOKEN environment variable to be added as part of the rake build step. See:
