[C++][Dev] Update clang-format dependency

Describe the enhancement requested

Currently at 14.0.6 in .pre-commit-config.yml, it's much behind what would be used by IDEs with clangd (latest 20.1.8).
The issue with this is that the formatting produce with .pre-commit-config.yml starts to differ (slightly) from what is produced by an IDE.

The new formatting of the code base generates:

31 files changed, 130 insertions(+), 145 deletions(-)
