[C++][Gandiva] `.bc` isn't rebuilt by `.cc` change

### Describe the bug, including details regarding any error messages, version, and platform.

If we change `cpp/src/gandiva/precompiled/decimal_wrapper.cc`, `decimal_wrapper.bc` must be rebuilt. But it's not rebuilt.
