[C++][CI] OSS-Fuzz build failure #46704
Description
Describe the bug, including details regarding any error messages, version, and platform.
The OSS-Fuzz build has started failing recently with a duplicate hash in the IPC seed corpus. I suspect this might be due to the changes in #46408 , so it will have to be investigated.
