[C++][Parquet] onform parquet_arrow to upstream API changes #42556
Description
See ARROW-261 #176 – primarily, ArrowBuilder::Finish can technically fail in some cases, so it now returns Status. There's also some bit utility function renaming in ARROW-317, so this patch will incorporate both changes
