With ForwardDiff 1.0 (used by Optim), the wavelengths solution is really bad. See this change JuliaDiff/ForwardDiff.jl#481.
To be clear, ForwardDiff is not a direct dependency of ApogeeReduction. This may be due to JuliaMath/Interpolations.jl#611.
Waiting in the queue on notchpeak to see if this resolves things.
