option to disable on small screens

It works perfectly on PC but is not so good on mobile phones as simple touch causes scroll. Is it possible to disable auto scrolling on small screens and keep parallax effect.

Unfortunately, pagePiling.js doesn't provide such a feature out of the box.

You can try moving to fullPage.js instead. It's my other component and the most popular one.
fullPage.js is actively maintained and has a few responsive options that will allow you to do exactly what you need.
