Currently we test the changed recipes properly with pull_request, and all the files pushed in case the PR is done with an alisw/alidist branch

If I make a PR from a branch in alisw/alidist, actionlint runs both for my pull_request, and for pushing to the branch I made for the PR (alisw/recipe_check_pr in this case).
