Just as a data point - I was also confused by this when tried to sign up.

Came here with the same question, will hold off on signing up until the need for Act on your behalf permission is clearly explained, seems unnecessary.

I think this is mainly an issue with Github not being super clear, comparing with the Vercel app it requires the same permissions but this small caption seems to make all the difference: Algora PBC has not been installed on any accounts you have access to. whereas Vercel has access to some of my accounts.
