Bump botocore to latest

Hi, I've discovered that boto3 pinned to this versions: boto3 >= 1.37.0, < 1.37.2 is causing my lambdas to timeout. Weird issue, can't reproduce it anywhere else and I'm not in a position to go deeper into what's going on and it's seems to be solved in 1.37.5 and beyond.

I understand that this is a separate library than boto3, but I was wondering if there's any chance to bump those to latest.

I can create a PR if you need me to and sorry if this is miss labeled.

Hate to pile on here... but raising a need for botocore==1.38.2 (and 1.38.3 just dropped a few hours ago)

While it does not resolve this issue, aiobotocore 2.22.0 with support for botocore 1.37.3 is about to be published to PyPI. This opens the door for further version bumps and we strive to close the gap to upstream.

Just ran into this issue, while trying to use aiobotocore and langchain-aws in the same project, as the latter requires boto3 >=1.37.24.
