Move peerDependencyRules to root package.json

Description

To stop warnings about missing peer dependencies, we move the settings to the root package.json.

Testing Instructions

Try re-installing dependencies by running just frontend/run dev or just install. You shouldn't see warnings about missing peer dependencies (react, consola etc)

When we get used to seeing warnings, we stop looking at them, and we might miss some important ones. Here, these warnings are not important because we know that the packages can work with the other versions.
