Suboptimal microAI behavior when not Long Range #4487

Units will not shoot until they are in range

This occurs when:

  • Units are idle
  • Units are on Patrol mode
  • Units are on hold position

This does not occur when:

  • Units are moving (executing a movement order)

Expected behavior

Units should always fire at a target if possible.

Considerations

If there is a weapon that has super low reload time and should only absolutely fire when at short range, maybe this behavior is correct. But I can't think of such a weapon. Bunker buster? not really... But either way this behavior is inconsistent depending on droid state (obeying a movement order vs on patrol) so it should be fixed
