CFC: adopt to WebPerfWG as a Working Draft

The proposal was throughly discussed in the WebPerfWG's calls and meetings, and I believe it is in good shape to be adopted as a Working Draft.

Just checking if this is still the plan? Did it get multi implementer support?

Any idea of WebKit folks gave some feedback?

Not much more than "not interested at this time".

From my perspective, there's still interest in bringing this to the WebPerfWG, but there was no consensus on it last time we discussed. Mozilla folks expressed preference to just merge all the scheduling APIs into HTML directly, which also seems like a reasonable outcome.
