デフォルトのnpmを変えることでnpmのインストールなどもなくせそうに思いました！！

Node.jsを18.13.0に、npmを9.6.5に更新します。
18.13.0を選んだのは voicevox/voicevox_blog や voicevox/voicevox_telemetry_gas 等で使われているからです。
