Description
This PR updates the dependencies for redata-commons. The Python dependency will be updated to Python 3.13, it updates pandas to version 2.2.3, tabulate to version 0.9.0, and requests to version 2.32.3. GitHub actions workflows are also updated.
This PR will also update redata-commons documentation on readthedocs.
