Update nangate45 bp_quad clock period and uncertainty

Description

Per discussion with Zhiang and Matt, the nangate45 bp_quad SDC should be updated to:

• clock period 1.3
• clock uncertainty 0.150

to match https://github.com/TILOS-AI-Institute/MacroPlacement/blob/main/Flows/NanGate45/bp_quad/constraints/bsg_chip.sdc and https://github.com/TILOS-AI-Institute/MacroPlacement/blob/main/Flows/NanGate45/bp_quad/scripts/cadence/run.sh.

The ORFS units are expressed in ns, since that's the time unit in https://github.com/The-OpenROAD-Project/OpenROAD-flow-scripts/blob/master/flow/platforms/nangate45/lib/NangateOpenCellLibrary_typical.lib. In other words, the "set_units -time ps" command is ignored in ORFS.
