Replace video-not-available screen with vector drawable

I would like to replace our current fail ape

with a table flipper: (╯°□°）╯︵ ┻━┻ Or maybe even some other meme like admin cat:

A vector drawable should be used instead, and the text should be localized

I still think it should be replaced with something, as the current thing is a PNG and not a vector drawable
