While loop inside loop #1

Hello, in your article code example you have while loop inside loop() function. Why?
Can if statement be there instead? I do not understand
Also you have mentioned that GPS 9600 Baud rate is common for Hardware serial. I have an ESP32 and GPS Baud rate set to 115k in U center and connected as Hardware Serial to ESP, do I have to use 115k as well on ESP or set it to 9600? I have 10Hz GPS setup
