Automate keeping `universal-wallet-wasm` dependency on sovereign SDK updated

There's been a couple of times where a change was pushed to the Rust universal wallet that changed how chain hash was calculated resulting in different hashes for the same schema.

We could automate opening a PR in this repo with the new version, auto-merge/release on successful workflow. This will ensure the web3 SDK and the rollup universal wallet impls are always in-sync.
