Find some way to discredit "constant" programs

Programs that end in a constant aren't really helpful as the rest of the gene is pretty much "wasted" (although could be useful in crossover, it takes a long time for the constant to go away). Would be nice to discredit these programs so those that involve some calculation can rise up quicker.
