Follow up of #26171, this pr adds color theme options for overlay windows. And fixes a bug where changing the theme wouldn't update the theme of
RectangularOverlays.I know the
themes.inichanges are super duplicated but sadly there is not a clear fallback property system so for clarity I've set most new props.
