Update Google dependencies

• Update kubernetes to latest 1.33 version
• Update google-api-python-client
• Use ENV var=value idiom in Dockerfile to avoid:
  LegacyKeyValueFormat: "ENV key=value" should be used instead of legacy "ENV key value" format (line 18)
