add fused fp8 bmm

this PR added a fp8 bmm fused kernel that does the following:

1. performs batched fp8 grouped quant on X
2. perform fp8 bmm where X is grouped quant and W is per batched tensor quant

to use this kernel, please use this branch before it's merged on AITER main
