[Feature]: rocdecode-host -- dev package only module

Suggestion Description

With the fix #640, we have rocdecode package have a hard dependency on FFMPEG. As a stop-gap solution till a new package for rocdecode host can be achieved, rocdecode-host should be only part of development package, this will work with the current dependency expectation
