We should always use the XLA commit hash from
third_party/xla/workspace.bzlin CI to ensure that JAX builds are consistent. Removes the option to allow the XLA commit to be controlled by an environment variable in CI builds.Story: https://github.com/ROCm/jax-internal/issues/55
