This PR has us using ROCm versions 6.2.4 and 6.3.3, and Python version 3.10.13. Officially, JAX supports 3.10.10, 3.10.11, 3.10.12, and 3.10.13. Do we want to check all of those Python versions on every PR? It's kind of a lot of builds. Are those the right ROCm versions? Should be N and N-1. Will switch these over when new ROCm versions get released. |

Run CI tests on versions of Python and versions of ROCm that we official support.
