README release notes link to ROCm docs; delete old release notes #3348

The file RELEASE.md only contained release notes up to HIP release 1.5.0; all
HIP release notes and changelog since version 5.0.0 are included in the ROCm
release notes.
Remove RELEASE.md and update README.md to link to ROCm release notes.
