[CI] Enabling hipsparse tests for windows #1696
Description
Currently, there are no hipsparse-test.exe executable for TheRock windows build.
For rocsparse, there are both linux + windows executables.
I would recommend working with James Sandham (on SPARSE team) to check what the status is on getting windows hipsparse tests available
