This PR corrects a logic error in the prometheus rule for cp-kafka where rather than counting the number of offline or underreplicated partitions, the number of entries in the
cp_kafka_controller_kafkacontroller_offlinepartitionscountandcp_kafka_server_replicamanager_underreplicatedpartitionstopics were counted.How was this patch tested?
Tested on EC2 instance production environment.
