Problem
In the new needs helmfile dependency mechanism, kafka-dependent services wait for readiness of kafka. However, in order to be useful kafka needs to be provisioned by catalog-server first.
Solution
This PR will make all kafka-dependent services wait for readiness of catalog-server.
