Pinta 3.1 release files (zip and tar.gz) don't include Pinta/properties directory

To Reproduce
Download files tar.gz or zip file and confirm directory doesn't exist.

Additional Info
Pinta fails to build due to missing files.

Not sure why this was closed - it indeed seems to be an issue?
In the meantime as a workaround you can build from git or the auto-generated tarball that Github provides
